An inspector is standing at the gate, a lift is scheduled, and the crew is waiting. The question is not whether the equipment was tested at some point. It is: what documents do inspectors require to approve it for use right now?

For lifting equipment, rigging assemblies, and project-specific lifting systems, the answer usually comes down to clear, traceable records. The inspector needs to connect the equipment in front of them to its rated capacity, inspection history, proof load test results, and current condition. If that paper trail is incomplete, even sound equipment can be held out of service.

The documents inspectors typically require

Requirements vary by jurisdiction, project owner, equipment type, and the authority having jurisdiction. A port facility, public works project, refinery, military site, and commercial construction project may each apply different rules. Still, most lifting-related inspections start with the same core documentation.

Proof load test certificate

A current proof load test certificate is often the document that carries the most weight when equipment must be certified before use. It shows that the item or assembly was tested under a specified load and performed as required.

The certificate should identify the exact item tested. That can include a serial number, asset number, manufacturer information, description, rated capacity, or tag number. If the certificate cannot be matched to the equipment on site, an inspector may treat it as unusable documentation.

A complete certificate generally records the test date, applied test load, test method or applicable standard, pass or fail result, and the name or signature of the qualified testing provider. For assemblies, the report should make clear whether the test applies to the complete configuration or only to individual components.

This distinction matters. A shackle, lifting beam, spreader bar, hoist, or custom rigging assembly may all require separate records. Testing one component does not automatically certify the entire lifting system.

Current inspection records

Proof testing and routine inspection are not the same thing. A proof load certificate demonstrates performance at the time of testing. Periodic and frequent inspection records show that the equipment has continued to be checked for wear, damage, deformation, corrosion, cracked welds, missing markings, and other service-related issues.

Inspectors may ask for the most recent periodic inspection record, especially for hoists, slings, lifting beams, below-the-hook devices, and equipment operating in harsh conditions. Your record should identify the item, the inspection date, the person who performed it, the findings, and the disposition. If a defect was found, the record should show whether the item was removed from service, repaired, or rejected.

Do not rely on a handwritten note with no equipment ID. If the equipment inventory is large, a clean log tied to tags or serial numbers saves time and prevents arguments at the jobsite.

Manufacturer documentation and rated-capacity information

Inspectors need to verify that the equipment is being used within its intended limits. Manufacturer manuals, data sheets, drawings, load charts, and rated-capacity tags help establish those limits.

For standard equipment, the manufacturer’s information may show working load limit, approved configurations, operating restrictions, inspection criteria, and maintenance requirements. For cranes and hoists, load charts and operating manuals are commonly needed. For slings and rigging hardware, the required information may be on the tag or permanently marked on the item, supported by manufacturer data when necessary.

Custom-fabricated lifting devices deserve extra attention. A fabricated beam, lifting frame, spreader bar, lifting lug, or engineered fixture may require design drawings, capacity calculations, welding documentation, and an engineer’s approval in addition to proof load testing. The required package depends on the project and the device, but a capacity claim without supporting records is often not enough.

Equipment identification and traceability records

A certificate is only useful when it follows the equipment. Inspectors commonly compare the serial number, stamped marking, asset tag, or unique identifier on the item against the paperwork.

Before scheduling an inspection, verify that every tag is readable and every number on the certificate matches the physical equipment. Repainted equipment, replaced tags, worn serial plates, and mixed-up rigging can create avoidable delays. If identification is missing, establish a controlled asset number and document the connection between that number and the test record.

For sling sets and multi-part assemblies, keep the components organized. An inspector may need to confirm that the hooks, links, wire rope, chain, and fittings are the same items covered by the submitted documentation.

Repair, alteration, and maintenance records

Any repair or alteration can change the inspection picture. Weld repairs, modified lifting points, replaced wire rope, rebuilt hoists, altered hooks, and field changes to a lifting frame may trigger a need for new inspection, retesting, or engineering review.

Keep repair records with the equipment file. They should describe what changed, who performed the work, what qualification or procedure applied, and whether a follow-up inspection or proof test was completed. An inspector is less likely to approve equipment with visible repairs if no documentation explains the work.

This is especially relevant for custom lifting devices. A repair that appears minor in the field can affect rated capacity, weld integrity, or the original design assumptions.

What inspectors may require for a project-specific lift

For routine equipment use, certificates and inspection logs may be enough. For critical lifts, unusual picks, public-facing work, marine operations, or owner-controlled sites, the documentation package can expand.

A project inspector may ask for a lift plan that identifies the load weight, center of gravity, crane or hoist capacity, rigging configuration, sling angles, travel path, personnel responsibilities, and site controls. They may also require operator qualifications, rigger qualifications, crane annual inspection records, daily inspection forms, and equipment maintenance history.

The key is to separate equipment certification from lift planning. A current proof load certificate does not replace a lift plan. Likewise, a strong lift plan does not replace current documentation showing that the rigging and lifting devices are certified and serviceable.

Why paperwork gets rejected

Most rejected documentation is not rejected because the equipment failed a test. It is rejected because the record does not answer a basic question quickly enough.

Common problems include expired or outdated certificates, missing serial numbers, test reports that do not state the applied load, certificates issued for a similar but different item, illegible scans, and documents that do not identify the testing company or qualified person. Another frequent issue is a certificate that lists a working load limit but provides no proof that the item was tested as an assembly.

Project teams also lose time when records are stored in several places. The superintendent has one report, the safety manager has another, and the field crew has no current copy. When the inspector arrives, no one can produce a complete package.

How to prepare before the inspector arrives

Build the documentation package around the actual equipment going to the site, not a general folder of old certificates. Start by making an equipment list with the item description, unique ID, capacity, and current status. Match each item to its proof load certificate and inspection record.

Then confirm that markings on the equipment are legible and that capacity labels are present. Review the dates. Some project specifications set their own recertification interval, even where a broader regulation does not prescribe the same schedule. When in doubt, check the owner’s requirements before mobilizing.

Keep the final package available electronically and in the field. Digital records are usually acceptable when they are complete, readable, and immediately accessible, but some sites may request signed originals or specific forms. Ask before the inspection rather than finding out at the gate.
